The broken circle represents a PAC or Lobbyists
I just saw on C-Span a committee hearing on lobbyists.
What I saw and heard was very corrupt.
Like a worm lobbyists have moved into places where constituents normally were.
Congress instead of representing the constituents of their state now represents
what the lobbyists pay for.
This indeed is a very corrupt and sad state of affairs in our three systems of government.
Lobbyists have become the fourth arm in our government
(the outer circle above).
It is the black hole where deals are made before entering
the floors of government.
It is the place where anything goes because it does not
answer to no one.
